With the perfect service system, Heyuan has excellent environment for investment. While improving the hard environment, the government has strengthened the construction of soft environment to supplement the hard environment by providing high quality service, aiming at building the first class investment environment of “earning more profits with the least trouble and good health”.

　　First, to build a human environment which respects and loves investors. Directing our cadres and the masses to set up the concept of “it is a dead end road without the opening up” and the merchant inviting idea of “you invest and I shall build the road; you start a business and I shall serve; you make a fortune and I shall develop”, we are forming a good atmosphere in the society where everyone is part of investment environment and everything is related with the development of Heyuan. Insisting the thinking of “not for possession of the enterprise, but for its locating in local area” and “let foreign investors make their fortune and thus to promote our development”, we are building a human environment which invites, respects, loves and benefits investors. Each functional department has stipulated its commitment system for serving foreign-invested enterprises, for which the first in command of the department shall be responsible.

　　Second, to build a legal environment with excellent order. We are firm in striking various crimes to protect excellent public security and social order. We have strengthened the power in renovating and standardizing fees collection administration to provide a good environment for foreign investors to run their business. Special protections have been given to the foreign-invested enterprises and tablets of key protection unit are issued to foreign-invested enterprises by Heyuan Municipal Discipline Inspection Commission. “Three Disturbances” are strictly prohibited to protect the normal production order and legal rights and benefits of foreign-invested enterprises. It is strictly stipulated that related functional departments shall report to the municipal government office for approval when inspection of foreign-invested enterprises by these departments are needed. The complaint center inside the municipal government has been established, and any violation discovered shall be strictly investigated and handled by the discipline inspection department.

　　Third, to build an environment with high quality and efficient service. We advocate baby-sitting spirit to think what the investors think, to worry about what the investors are worried about, and to do what the investors need us to do, to provide the investors with overall high quality service by making every possible effort. In order to predigest procedures and to improve working and service efficiency, administrative service centers have been established in the municipality and counties, where decades of functional departments are centralized to provide unified service to investors, and investors can get one-stop service, have procedures proceeded in one office and pay fees in one window. Within the approval scope of the municipality, business license can be issued within three working days provided the project invested complies with national industrial policies and materials are fully provided.

　　Fourth, to build an environment with preferential policies. We insist the principles of “giving out immediate interests to gain long-term interests, giving out interests directly to gain interests indirectly” and “not for possession of the enterprise, but for its locating in local area”, lowering the threshold by stipulating the lowest cost preferential policies.

　　Implementing highest price limit on industrial land. For industrial land that has “three connections and one leveling” , the price shall be below 100 yuan per square meter; for industrial land that hasn’t? “three connections and one leveling” , the price shall be below 50 Yuan per square meter; for industrial land that lies in the counties, the price shall be lesser.

　　Implementing highest price limit on industrial workshop rent. For new standardized industrial workshops, the rent shall be below 8 Yuan per square meter per month; for old standardized industrial workshops, the rent shall be below 6 Yuan per square meter per month; for common industrial workshops, the rent shall be below 5 Yuan per square meter per month.

　　Implementing highest price limits on electricity and water consumptions of industries. The price of water consumed by industries is below 0.7 Yuan per cubic meter. For large scale industries, preferential electricity price is implemented and the average price is 0.51Yuan per kwh.

　　Implementing the policy of “tax only, no administrative fees”. Production projects invested in the municipality are required to pay taxes in accordance with national tax law and are exempted from administrative fees of local government, and operational charges and service fees are reduced. Currently 26 items of fees are exempted and 16 items of fees are reduced by half.

　　Implementing major tax payers awarding policy. For all foreign-invested industrial enterprises and private-owned industrial enterprises, under the precondition that the actual amount of tax reported to pay to the local tax authority by the enterprise is not less than that of the previous year, having one million yuan of the amount of tax reported to pay to the local tax authority by the enterprise in current year as the base amount, the enterprise shall be rewarded 30% of the part exceeding the base amount.

　　Implementing “Green Card” policy. In order to protect the legal rights and interests of investors, and to provide excellent legal environment, the municipal government issues Green Cards to foreign investors investing in the municipality, and requires related departments to provide working and living advantages to investors holding a Green Card.

　　Implementing preferential social insurance policy. The social insurance fees of employees of foreign-invested enterprises within the municipality are paid according to the lowest base salary standard, namely the lowest social insurance fee of 55.5 Yuan per employee per month, with 33 Yuan paid by the enterprise and 22.5 Yuan paid by the employee.

　　Implementing the policy of inviting industrial projects into the industrial parks to develop economies in the parks. There are 2~3 well-equipped industrial parks in each district and county of the municipality, which invite, keep and develop foreign-invested enterprises and make them earn more profits.
